Chapter 1 General Provisions
Article 1 In order to standardize the education and management of international postgraduate students in Wuhan University (hereinafter referred to as "WHU"), maintain normal education activities, provide high-quality education and protect legitimate rights and interests of these students, the Measures of Wuhan University on International Postgraduate Student Status Management (hereinafter referred to as the "Measures") is hereby formulated in accordance with the Measures of Wuhan University on International Student Enrollment and Education, the Regulations on the Quality of Higher Education for International Students in China (Trial), the Implementing Rules of Wuhan University for the Regulations on Postgraduate Student Status Management (Revised) and other documents and in light of the realities of WHU.
Article 2 Provisions hereunder shall be applicable to the education and management of international postgraduate students in WHU. International postgraduate students refer to master's and doctoral degree candidates, who are not Chinese citizens, receiving regular higher education in China as defined in the Nationality Law of the People's Republic of China.
Chapter 2 Management Responsibilities
Article 3 WHU shall make proper arrangements to plan, coordinate and share out the work of enrollment, education and management of international postgraduate students. WHU's functional departments and educational program providers shall do a good job in promoting education and management of international postgraduate students in accordance with their duties and in line with the standards similar to that applicable to general Chinese postgraduates.
Article 4 The School of International Education shall be responsible for overall planning and coordination of enrollment, education, management and service of international postgraduate students and liaison with graduates, and management and service in relation to student status and electronic registration of academic qualification of international postgraduate students.
Article 5 The Graduate School shall incorporate international postgraduate students into WHU's integrated graduate management system, and offer instructions to the School of International Education and relevant educational program providers in WHU to facilitate international postgraduate student education, quality assurance, graduation audit and degree awarding, etc.
Article 6 All educational program providers shall fulfill their duties in teaching organization, educational activities management, thesis defense and other aspects of education of international postgraduate students, and help the School of International Education complete routine management of and service for these students.
Chapter 3 Enrollment and Student Status Management
Article 7 Newly admitted international postgraduate students shall complete registration procedures at the School of International Education within the stipulated time limit as required by WHU. Those who cannot complete registration for special reasons shall ask for a leave of no longer than 2 weeks from the School of International Education in writing and provide relevant supporting documents, otherwise their admission eligibility will be deemed to be abandoned, except for justified reasons such as force majeure.
Article 8 The School of International Education shall re-check the health conditions, certificates, Chinese (English) language proficiency and other eligibility requirements of newly admitted international postgraduate students when they are completing registration procedures. Eligible students shall be registered as enrolled students, and those who are ineligible or fail to complete registration procedures within the specified time limit shall be rejected.
Information about international postgraduate students losing admission eligibility voluntarily or involuntarily shall be reported by the School of International Education to relevant national authorities as required.
Article 9 Enrolled international postgraduate students shall pay the tuition and complete registration procedures at the School of International Education within the stipulated time limit as per instructions of the notice of registration sent by WHU every semester. The School of International Education shall report information of registered international postgraduate students to the Graduate School.
International postgraduate students shall not be registered if they do not pay the tuition or purchase insurance as required by WHU, or otherwise become ineligible for registration. Unregistered international postgraduate students shall not be treated the same as enrolled students.
Article 10 Within 3 weeks before the first semester of the first academic year begins, international postgraduate students meeting language proficiency requirements may apply for the change of instruction language, which is subject to the consent of their supervisors and educational program providers and the approval by the School of International Education.
Article 11 International postgraduate students proposing to change their majors or supervisors shall file an application with the School of International Education in accordance with the Implementing Rules of Wuhan University for the Regulations on Postgraduate Student Status Management (Revised) upon the consent from their supervisors and educational program providers and obtain the approval from the Graduate School.
Article 12 International postgraduate students failing to meet WHU's requirements for graduation within the period of study specified in the education plan may apply for graduation deferment by submitting the completed Application Form for an Extension of the Period of Study, getting the consent of their supervisors and educational program providers, and obtaining the approval from the School of International Education. Information about student status of international postgraduate students permitted to defer their graduation shall be updated in relevant information systems.
The tuition of international postgraduate students during the extended period of study shall be subject to the standards of WHU.
Article 13 International postgraduate students shall complete study within the maximum period of study (including the period of school suspension and retention of student status) as specified by WHU, and those who fail to do so due to illness, performance of military service or other special reasons leading to school suspension as WHU thinks fit shall complete and submit the Form for Approval of School Suspension of International Postgraduate Students to the School of International Education for approval and the Graduate School for the record upon the consent from their supervisors and educational program providers. Students shall complete procedures to extend the period of school suspension, if needed.
WHU will not treat international postgraduate students the same as normally enrolled students on campus during the period when they are subject to school suspension or retention of student status.
Article 14 Within two weeks before the period of school suspension or retention of student status expires, international postgraduate students shall file an application for resumption of their study to the School of International Education by submitting the Form of Application for Readmission of International Postgraduate Students, submit the physical fitness certificate (if the school suspension is caused by illness), get the consent from the supervisors and educational program providers, and obtain the approval from the School of International Education. Relevant documents shall be put on file by the Graduate School.
Article 15 International postgraduate students shall complete study in WHU. Those who plans to transfer to another school other than WHU shall obtain the consent from their supervisors and educational program providers, complete the school withdrawal procedures within 15 work days, and receive the certificate of consent to school withdrawal (transfer), certificate of school performance and other documents required by new schools from the School of International Education.
Article 16 The School of International Education shall prepare and issue the Certificate of Graduation (Completion) to international postgraduate students meeting the eligibility requirements.
Article 17 International postgraduate students shall be expelled if they meet the requirements for expulsion in the Implementing Rules of Wuhan University for the Regulations on Postgraduate Student Status Management (Revised).
School expulsion of international postgraduate students shall be subject to the Implementing Rules of Wuhan University on School Expulsion and Deprivation of Student Status of International Students.
Chapter 4 Education and Degree
Article 18 International postgraduate students shall participate in activities stipulated in the education and teaching plans on time, and ask for a leave in advance if they cannot become involved on schedule, except for sudden illness or other special circumstances justifying a later leave application. Those who are absent from class without asking for a leave or obtaining approval for leave or completing procedures for extending the leave after the original leave is exhausted shall be subject to the Regulations of Wuhan University on Student Management, the Measures of Wuhan University on Disciplinary Measures Against Students, the Measures of Wuhan University on Postgraduate Curriculum Instruction, and other relevant documents.
Article 19 International postgraduate students asking for a leave shall complete the Form of Leave Application of International Postgraduate Students and provide relevant supporting documents. The application for a leave of less than 30 days shall be subject to approval by the School of International Education after it's agreed upon by the supervisor and educational program provider of the applicant. School suspension procedures shall be completed if the length of leave is no less than 30 days individually or collectively.
Documents such as the applications, medical certificates and approvals in relation to any leave asked by any international postgraduate student shall be kept by the counsellor in the School of International Education. The counsellor is responsible for issuing the certificate of consent to leave application to the applicant who shall submit said certificate to the teaching secretary of the educational program provider.
Article 20 International postgraduate students in serious violation of the regulations on absenteeism shall be reproached and inculcated, or receive relevant penalties imposed by WHU in accordance with the Regulations of Wuhan University on Student Management and the Measures of Wuhan University on Disciplinary Measures Against Students, or be subject to denial of extension of residence permit, or deprivation of residence permit by the exit and entry administration authority in accordance with relevant regulations of the state.
International postgraduate students deprived of residence permit or denied extension thereof shall leave WHU and China after completing school withdrawal procedures within the term of residence permit.
Article 21 International postgraduate students shall take courses required by the education plan for international students, including Comprehensive Chinese and Overview of China, two required public courses.
International postgraduate students may be exempted from required public courses on political theories (except for those who major in philosophy or political science), and foreign language courses for master's (doctor's) degree candidates as specified in the education plan.
International postgraduate students shall meet the requirements for relevant educational activities in the education plan.
Article 22 International postgraduate students enrolled in programs where lectures are given in Chinese shall meet requirements for the 5th level of Chinese proficiency in the Chinese Language Proficiency Scales for Speakers of other Languages before they apply for the graduation thesis defense.
Article 23 International postgraduate students enrolled in programs where lectures are given in English shall meet the requirements for the 3rd level (4th level for those who pursue master's degree programs in clinical medicine) of Chinese proficiency in the Chinese Language Proficiency Scales for Speakers of other Languages before they apply for the graduation thesis defense.
Article 24 Any international postgraduate student enrolled in programs where lectures are given in English may prepare the thesis in English, provided that the abstract is prepared in Chinese.
Chapter 5 Miscellaneous Provisions
Article 25 Issues not covered herein shall be subject to the Implementing Rules of Wuhan University for the Regulations on Postgraduate Student Status Management (Revised) and other relevant regulations.
Article 26 Provisions hereunder shall be construed by the School of International Education and the Graduate School.
Article 27 Provisions hereunder shall take effect from September 1, 2022 and supersede the Measures of Wuhan University on the Education and Management of International (Postgraduate) Students.
