Measures of Wuhan University on International Undergraduate Student Status Management

Chapter 1 General Provisions

Article 1 In order to standardize the management of student status of international undergraduate students in Wuhan University (hereinafter referred to as "WHU"), maintain normal education activities, provide high-quality education and protect legitimate rights and interests of these students, the Measures of Wuhan University on International Undergraduate Student Status Management (hereinafter referred to as the "Measures") is hereby formulated in accordance with the Measures of Wuhan University on International Student Enrollment and Education, the Regulations on the Quality of Higher Education for International Students (Trial), the Regulations of Wuhan University on Undergraduate Student Status Management (Revised) and other documents and in light of the realities of WHU.

Article 2 Provisions hereunder shall be applicable to the education and management of international undergraduate students receiving regular higher education in WHU. International undergraduate students hereunder refer to undergraduate students, who are not Chinese citizens, receiving regular higher education in China as defined in the Nationality Law of the People's Republic of China.

Chapter 2 Management Responsibilities

Article 3 WHU shall make proper arrangements to plan, coordinate and share out the work of enrollment, education and management of international undergraduate students. WHU's functional departments and schools/faculties (departments) shall facilitate education and management of international undergraduate students in accordance with their duties and in line with the standards similar to that applicable to general Chinese undergraduates.  

Article 4 The School of International Education shall be responsible for overall planning and coordination of enrollment, education, management and service of international undergraduate students and liaison with graduates, and management and service in relation to student status, academic qualification, and electronic registration of degrees of international undergraduate students, etc.

Article 5 The Undergraduate School shall incorporate international undergraduate students into WHU's undergraduate education management system and manage them the same as general Chinese undergraduate students.

Article 6 The schools/faculties (departments) shall fulfill their duties in teaching organization, graduation audit and other aspects of education of international undergraduate students, and help the School of International Education complete routine management of and service for these students.  

Chapter 3 Enrollment and Student Status Management

Article 7 Newly admitted international undergraduate students shall complete registration procedures at the School of International Education within the stipulated time limit as required by WHU. Those who cannot complete registration for special reasons shall ask for a leave of no longer than 2 weeks from the School of International Education in writing and provide relevant supporting documents, otherwise their admission eligibility will be deemed to be abandoned, except for justified reasons such as force majeure.

Article 8 The School of International Education shall re-check the health conditions, certificates, Chinese (English) language proficiency and other eligibility requirements of newly admitted international undergraduate students when they are completing registration procedures. Eligible students shall be registered electronically as enrolled students, and ineligible students shall be rejected.  

Information about international undergraduate students losing admission eligibility voluntarily or involuntarily shall be reported by the School of International Education to relevant national authorities as required.  

Article 9 Enrolled international undergraduate students shall complete registration procedures at the School of International Education within the stipulated time limit as per instructions of the notice of registration sent by WHU every semester. Those who cannot complete the registration procedures as scheduled shall apply for and obtain consent to a deferment of registration in writing from the School of International Education.  

Article 10 International undergraduate students shall not be registered if they do not pay tuition, purchase insurance or meet other registration regulations required by WHU

Those who do not complete registration procedures on time will be deemed as truants if they do not submit an application for deferment of registration or do not obtain approval for such deferment. Unregistered international undergraduate students shall not be treated the same as enrolled students.  

Article 11 Before the second semester of the first academic year begins, international undergraduate students meeting language proficiency requirements may apply for the change of instruction language, which is subject to the consent of the schools/faculties (departments) where they are enrolled and the approval by the School of International Education.

Article 12 International undergraduate students proposing to change their majors shall apply to the School of International Education, and and fill in the application form after being reviewed and approved by the School of International Education. The requirements and procedures for the change of their major are the same as that for general undergraduate students.  

International undergraduate students shall receive consent from their original schools/faculties (departments) and their desired schools/faculties (departments) on the change of their majors, and obtain the approval from the School of International Education. After their student status is updated in relevant information systems, they shall present the written consent issued by the School of International Education to their desired schools/faculties (departments) for the purpose of completing registration procedures.  

Article 13 International undergraduate students shall not change their majors if they are prevented from doing so by:

(1) any higher competent authority; and  

(2) WHU.

Article 14 International undergraduate students funded by scholarships offered by the Chinese government may be enrolled in WHU upon consent from the schools where they are originally admitted and the scholarship management authority.  

International undergraduate students planning to study in WHU shall file an application with the School of International Education in writing for approval, provide Chinese (English) language proficiency certificates, school reports, physical fitness certificates, and certificates of school performance issued by the schools where they are originally admitted, get the consent from their desired schools/faculties (departments), and obtain the approval from the School of International Education.

Credits received by international undergraduate students in the schools where they are originally admitted shall be recognized as per relevant regulations of WHU after they are enrolled in WHU.  

Article 15 Foreign citizens meeting the requirements for the 4th level of Chinese proficiency in the Chinese Language Proficiency Scales for Speakers of other Languages and performing academically well in Chinese language study in a recognized higher learning institution for at least one year may be enrolled in grade-2 Chinese language programs by filing an application in person and passing the assessment organized by the School of International Education.

Article 16 Foreign citizens meeting the requirements for the 5th level of Chinese proficiency in the Chinese Language Proficiency Scales for Speakers of other Languages and performing academically well in Chinese language study in a recognized higher learning institution for at least two years may be enrolled in grade-3 Chinese language programs by filing an application in person and passing the assessment organized by the School of International Education.

Article 17 International undergraduate students planning to study in a school other than WHU shall file an application in writing, receive consent from the schools/faculties (departments) where they are admitted and approval from the School of International Education, complete procedures of school withdrawal within 15 work days, and receive the school withdrawal (transfer) certificate, school performance certificate and other documents required by their desired schools from the School of International Education.

Article 18 International undergraduate students who cannot continue normal education due to injury, illness or other reasons may apply for school suspension of 1 academic year in general, and the duration of school suspension may be extended to no more than 2 academic years upon approval, unless otherwise required by the state.  

Article 19 International undergraduate students requiring school suspension shall file an application in writing, provide relevant supporting documents, receive consent from the schools/faculties (departments) where they are enrolled, obtain approval by the School of International Education, after which the School of International Education will update their student status in relevant information systems and get relevant schools/faculties (departments) informed.  

Upon approval for school suspension, international undergraduate students shall complete school suspension procedures and cancel their residence permits within 15 work days, and obtain the school suspension certificate issued by the School of International Education before leaving WHU and China.  

During the period of school suspension of international undergraduate students, WHU will not treat them the same as normally enrolled students on campus, or bear any responsibility for the management of these students.  

Article 20 After the suspension period expires, international undergraduate students shall file an application for resumption of their study to the School of International Education, provide relevant supporting documents, and complete resumption procedures upon approval by the School of International Education.

Article 21 International undergraduate students shall be expelled if they meet the requirements for expulsion in the Regulations of Wuhan University on Undergraduate Student Status Management (Revised).

School expulsion of international undergraduate students shall be subject to the Implementing Rules of Wuhan University on School Expulsion and Deprivation of Student Status of International Students.

Article 22 International undergraduate students enrolled in programs where lectures are given in Chinese shall meet requirements for the 5th level of Chinese proficiency in the Chinese Language Proficiency Scales for Speakers of other Languages before they attend the graduation thesis defense or graduation examination (assessment).

Article 23 International undergraduate students enrolled in programs where lectures are given in English shall meet the requirements for the 4th level of Chinese proficiency in the Chinese Language Proficiency Scales for Speakers of other Languages before they attend the graduation thesis defense or graduation examination (assessment), and those who major in clinical medicine shall develop reasonable medical Chinese proficiency in addition to the 4th level of Chinese proficiency in the Chinese Language Proficiency Scales for Speakers of other Languages.

Article 24 International undergraduate students shall be granted graduation and provided with the Graduation Certificate in both Chinese and English after they complete the courses specified in the education and teaching plans, pass the examinations and meet the graduation requirements within the maximum period of study. They shall also receive the Bachelor's Degree Certificate in both Chinese and English if they are eligible.  

The School of International Education shall complete the electronic registration of academic qualifications of international undergraduate students as required by the state.

Article 25 International undergraduate students may file a written application for early graduation if they complete the courses specified in the education and teaching plans, earn the credits required for graduation, and meet WHU's requirements for early graduation. They may graduate early after the schools/faculties (departments) where they are enrolled provide consent and the School of International Education grants approval and submits relevant documents to the Undergraduate College for the record.  

International undergraduate students about to graduate early shall pay the tuition payable for the original period of study and complete relevant procedures in March of the academic year when they will graduate, after which the School of International Education will update their status to students about to graduate.  

Article 26 International undergraduate students failing to meet WHU's requirements for graduation within the period of study as specified in the education plan may apply for an extension of the period of study as required by WHU.

International undergraduate students who apply for an extension of the period of study shall pay the academic year-based tuition if the number of credits of courses (including the graduation thesis) they have failed is higher than 15, or the credit-based tuition if the number of credits of the same is 15 or less.

Article 27 International undergraduate students who complete the courses specified in the teaching plan within the maximum period of study (including the period of school suspension and any extension of the period of study) may apply for approval of completion of study if the number of courses they have failed is 15 or less. WHU will issue the Certificate of Completion upon the completion of required procedures.  


Chapter 4 Attendance and Course Assessment  

Article 28 International undergraduate students shall participate in activities stipulated in the education and teaching plans on time, and ask for a leave and obtain approval in advance if they cannot become involved on schedule. Those who are absent will be deemed as truants if they do not ask for a leave or dot not get their leave application approved.  

Article 29 International undergraduate students shall ask for a leave, if any, in writing and in person. The application of any international undergraduate student for a sick leave shall be accompanied by the medical certificate, and approved by the counsellor if the length of leave is no longer than 1 week, or by the competent leader in the School of International Education if the length of leave is longer than 1 week.  

The application of any international undergraduate student for leave out of any personal business shall be approved by the counsellor if the length of leave is no longer than 2 days, or by the competent leader in the School of International Education if the length of leave is longer than 2 days.

Documents such as the applications, medical certificates and approvals in relation to any leave asked by any international undergraduate student shall be kept by the counsellor. The counsellor is responsible for issuing the certificate of consent to leave application to the applicant who shall submit the said certificate to the teaching secretary of the school/faculty (department) where he/she is enrolled.  

Upon expiration of the limit of a leave, international undergraduate students shall notify the counsellor of their return, or complete relevant procedures to extend their leave if they cannot return to WHU as planned, and they will be deemed as truants if they do not complete such procedures or obtain approval for extension of their leave.

Article 30 International undergraduate students in serious violation of the regulations on absenteeism shall be reproached and inculcated, or receive relevant penalties imposed by WHU in accordance with the Regulations of Wuhan University on Student Management and the Measures of Wuhan University on Disciplinary Measures Against Students, or be subject to denial of extension of residence permit, or deprivation of residence permit by the exit and entry administration authority in accordance with relevant regulations of the state.

International undergraduate students deprived of residence permit or denied extension shall leave WHU and China after completing school withdrawal procedures within the term of residence permit.

Article 31 International undergraduate students, similar to other general undergraduate students, shall complete the assessment for courses, assignments, and internship or social practice specified in the education plan, and relevant regulations of the state on the venue of internship or social practice shall be followed.

Article 32 The School of International Education shall request the School of Mathematics and Statistics to separately provide Advanced Mathematics C1 and C2 to international undergraduate students required to take Advanced Mathematics as specified in the education plan.

Article 33 International undergraduate students may be exempted from the required basic public courses on political theories, situation and policy, military theory and training, and college English specified in the education plan, provided that they take the courses like Comprehensive Chinese 1-4, Overview of China, and Chinese Culture offered by the School of International Education instead.

International undergraduate students majoring in philosophy or political science are not allowed to replace the required basic public course on political theories as specified in the education plan with any other course.

Article 34 International undergraduate students shall take general education courses specified in the education plan, and may take optional general education courses that are not interdisciplinary. As an alternative, they may take optional general education courses offered by the international undergraduate students.

Article 35 International undergraduate students may apply for minor degree programs as per relevant regulations of WHU if they receive GPA of at least 2.5 and meet the requirements for the 5th level of Chinese proficiency in the Chinese Language Proficiency Scales for Speakers of other Languages.

Article 36 To be enrolled in minor degree programs, international undergraduate students shall file an application to the School of International Education, get the consent from the schools/faculties (departments) where they are admitted and where such minor degree programs are offered, pay the fees, and get registered at the office of the teaching secretary of the schools/faculties (departments) where such programs are offered by presenting the consent issued by the School of International Education to their enrollment in the minor degree (dual-degree) programs.

International undergraduate students enrolled in minor degree programs shall pay the credit-based tuition.

Article 37 International undergraduate students enrolled in WHU shall in no way study in another Chinese school or take any course offered by it before the period of their study expires.


Chapter 5 Miscellaneous Provisions

Article 38 Issues not covered herein shall be subject to the Regulations of Wuhan University on Undergraduate Student Status Management (Revised).

Article 39 Provisions hereunder shall take effect from September 1, 2022, be construed by the School of International Education and the Undergraduate College, and supersede the Measures of Wuhan University on International (Undergraduate) Student Status (Revised).
