Punishment Provisions for Violating Discipline of Wuhan University (Extract)

Section 2 Types and Periods of Punishment

Article 6 Students who violate the rules and regulations of Wuhan shall be given disciplinary action according to the seriousness of the situation. Disciplinary action can be divided into the following five types:

1. warning; 2. serious warnings; 3. records; 4. detention; 5. expulsion from school.

Article 8 The period of warning and serious warning is 6 months. The period of records and detention is 12 months. The period starts from the date punishment decision is made.

Article 9 Students who violate discipline may be given mitigated or exempted from sanctions in any of the following circumstances:

1. Those who voluntarily admit to the school that they violated discipline and have shown obvious repentance.

2. Those who are truly coerced or lured by others, and can actively cooperate with relevant departments in investigating or actively prevent negative consequences.

3. Those who actively eliminate or mitigate the impact of the consequences of disciplinary violations and obtain the victim's forgiveness.

4. Other circumstances where sanctions may be mitigated or exempted.

Article 10 Students who violate discipline may be given heavier sanctions in any of the following circumstances:

1. Fabricating, covering or concealing facts of violations of discipline.

2. Those who interfere with, threaten, intimidate, or retaliate against relevant personnel.

3. A person has two or more types of disciplinary conduct.

4. Organizers and leaders of group violations of discipline.

5. Instigating, coercing, or deceiving others to violate discipline.

6. Other circumstances that may result in heavier sanctions.

Article 11 Where a new sanction is received during the sanction period, the sanction period shall be the sum of the period during which the original sanction period has not yet been enforced and the new sanction period.

Those who have violated discipline twice and should be punished for the third violation of discipline shall be regarded as repeated violations of discipline. If one of these three sanctions (including the sanction that should be given for the third violation of discipline) is RECORD or above, the third disciplinary action shall be directly expulsion from school.

Section 3 Violation of Discipline and Punishment

Article 12 The following penalties shall be imposed on those who violate laws and regulations:

1. Those who, in violation of state laws, constitute a criminal offense, shall be given the punishment of expulsion from school;

2. Those who, in violation of thelaws and regulations, are subject to administrative punishment by a public security organ or a state security organ, shall, depending on the seriousness of the circumstances, be given a demerit record or more serious punishment;

3. Those who, in violation of laws and regulations,are exempted from punishment, depending on the seriousness of the circumstances, shall be given a warning or more serious punishment.

Article 13 Whoever commits one of the following acts shall be given the following punishment according to the seriousness of the circumstances:

1. Those who organize or participate in unauthorized assemblies, processions, or demonstrations, organize or incite disturbances, disrupt stability and unity, or disrupt social order, warnings or serious warnings would be given; Those who cause serious consequences shall be given the sanction of demerit record and above.

2. Those carrying out publicity, display, promotion, or other such activities without approval, and depending on the seriousness of the case, shall be given warning sanctions or serious warning sanctions; Where there are serious circumstances such as disseminating illegal content, harmful information, false content, personal attacks, a serious warning sanction shall be given; Those who cause serious consequences shall be given the sanction of demerit record and above.

3. Those who know it is the stolen property, purchase, store, destroy or transfer them shall be given a warning or given a serious warning; Those who cause serious consequences shall be given demerit records and more serious punishment;

4. Those who take drugs shall be given a demerit record or more serious punishment;

5. Those who store, carry, sell or use dangerous goods in violation of the regulations on the management of explosive, highly toxic, flammable, radioactive, or other dangerous goods shall be given demerit record; Those who cause serious consequences shall be given detention or expulsion from school.

6. Illegal pyramid schemes participants who are discouraged by school and do not change after given persuasion shall be given warning sanctions; Those who organize and plan shall be given a warning sanction, and if they do not change after given persuasion, they shall be given a serious warning sanction; Those who cause serious consequences shall be given the sanction of demerit record and above.

7. Those who illegally manufacture, sell, or carry daggers, triangular knives, switchblades, or other controlled knives shall be given serious warning sanctions; Those who cause serious consequences shall be given the sanction of demerit record and above.

8. Those who obstruct fire control safety management, unreasonably use or intentionally damage fire control facilities and equipment, or pile up articles to encroach on fire control access, without listening to dissuasion, shall be given a warning or a serious warning; Those who cause serious consequences shall be given demerit records and more serious punishments.

9. Those who fail to comply with the unified management regulations formulated by the state and schools to respond to sudden events such as natural disasters, accident disasters, public health events, and social security events, and who refuse to improve after criticism and education, will be given a warning or serious warning punishment; Those who cause serious consequences shall be punished with demerit record or above

10. Those who keep and carry pets on campus, refuse to correct after being criticized by school staff shall be given warning punishment. If the circumstances are serious, a serious warning or demerit record will be taken.

Article 14 Any person who illegally occupies or intentionally damages public or private property shall be given a warning or a serious warning, depending on the seriousness of the case, except compensating for the loss. Those who cause serious consequences shall be punished with demerit records or more serious punishment.

Article 15 Whoever commits one of the following acts of infringement upon the personal rights of another person shall be given the following punishment according to the seriousness of the circumstances:

1. Intentionally harming others' bodies shall be given a warning or above depending on the severity of the situation.

2. Those who spread rumors, incriminate, insult or revile others, fabricate facts to smear others, and refuse to correct after being educated, shall be given a warning or given a serious warning; Those who cause serious consequences shall be given demerit records or more serious punishment.

3. Those who threaten others’ safety or disturb others’ normal study and life, and refuse to change after being criticized, shall be given warning or serious warning; Those who cause serious consequences shall be given demerit records or more serious punishment.

Article 16 Whoever disturbs the public order of the school shall be given the following punishment according to the seriousness of the circumstances:

1. Those who disturb the order of teaching, life and public place management will be given warning or severe warning. Those who cause serious consequences shall be given demerit records or more serious punishment.

2. Those who refuse or obstruct state or school personnel from performing their official duties according to law or regulations, shall be given a warning or serious warning; Those who cause serious consequences shall be given demerit records or more serious punishment.

5. Those who engage in religious activities on campus illegally, without listening to dissuasion, shall be given a warning or a serious warning; Those who cause serious consequences shall be given demerit records or more serious punishment.

6. Those who organize the establishment of unapproved student groups and carry out activities, or engage in other behaviors that violate the management regulations of student groups, and refuse to change after education and persuasion, will be given a warning or serious warning; Those who cause serious consequences shall be punished with a demerit record or above.

7. Those who, in pursuit of personal interests, falsely accuse teachers or classmates or disrupt the normal teaching and order of the school, and refuse to repent after education, shall be given a serious warning or above.

8. Organizing or participating in social and political activities, gatherings, salons, clubs, etc. that have not been approved in accordance with legal procedures and relevant regulations shall be given a warning or serious warning depending on the severity of the situation; Those who cause serious consequences shall be punished with a demerit record or above.

9. Those who read or watch illegal books, magazines, audio and video products containing content related to terrorism, cults, pornography, etc., and refuse to correct after criticism and education, will be given a warning or serious warning; Those who produce, disseminate, rent or sell shall be punished with demerit record or above.

10. Other situations that disrupt the public order of the school will be given warning or above depending on the severity of the situation.

Article 17 Those who disrupt the order of the campus, affect the environment and sanitation, shall be given the following punishment according to the seriousness of the circumstances:

1. In public places such as teaching buildings, libraries, meeting halls, etc., those who make loud noise or throw away waste materials, and refuse to change after being dissuaded, shall be given a warning or severe warning.

2. Those who daub, scribble on buildings or public facilities or post illegally, and refuse to change after being dissuaded, shall be given a warning or a serious warning.

3. Those who damage public facilities such as campus sanitation, gardens, water and power supply, network communication, etc., and refuse to improve after criticism and education, will be given a warning or serious warning punishment; Those who cause serious consequences shall be punished with demerit record or above.

Article 18 A warning, serious warning or demerit record shall be given to those who have been absent for 20 classes or more in a semester, depending on the seriousness of the circumstances.

Article 19 Those who violate exam regulations shall be given the following punishments depending on the severity of the situation:

1. Those who engage in one of the following behaviors shall be given a warning or severe warning:

(1) Fail to follow the arrangement of invigilators or take seats at designated positions;

(2) Answer questions before the examination begins or continue writing after the examination ends;

(3) Borrow stationery from each other without the consent of the invigilator during the examination;

(4) Smoke or make noise in the examination room or commit other acts that disturb the order of the examination room;

(5) Leave the examination room without the consent of the invigilator during the examination;

(6) Take the examination paper, answer sheet out of the examination room without authorization;

(7) Other behaviors that violate the examination rules but do not constitute cheating.

2. Any person who commits one of the following acts shall be given a demerit record:

(1) Peep, whisper, signal or gesture;

(2) Marking special information on the test paper and answer sheet;

(3) Carrying written materials related to the examination content or electronic equipment with materials related to the examination content;

(4) Carrying communication devices such as mobile phones or electronic devices with storage, computing, and other functions in violation of regulations;

(5) Writing down something related to the examination contents on the desks, seats, walls, etc.;

(6) Passing or receiving information, materials or articles related to the test content;

(7) Passing, receiving the test papers without authorization.

3. students who commit any of the following acts shall be given detention:

(1) Plagiarizing or helping others copy the answers to questions or materials related to test contents;

(2) The same answer sheet appeared in the same examination room and was identified as plagiarism by investigation of education department;

(3) Using communication devices such as mobile phones or electronic devices with storage, computing, and other functions in violation of regulations

4. Those who commit any of the following acts shall be punished with expulsion from school:

(1) Take the exam instead of others or let others take the exam instead of themselves;

(2) Organize cheating;

(3) Sell examination questions or answers to others for profit;

(4) Change the answers of the examination papers after the examination or to change the examination results with improper means;

(5) Exchange the answer sheet or fill in the name, student number and other information inconsistent with his own identity on the answer sheet;

(6) Loot or steal test papers or answer sheets of the others or force others to provide convenience for copying;

(7) Steal examination papers, answer papers or intentionally hiding or destroying others’ examination papers and answer papers;

(8) If he/she is punished for violating the examination regulations and again violates the examination regulations, he/she shall be given a demerit record or more serious punishment;

(9) Other circumstances, such as serious cheating or seriously disrupting the examination order.

Article 21 Any violator of the regulations of the school dormitory administration shall be given the following punishment according to the seriousness of the case:

4. Those who violate the regulations on electricity consumption or use electric appliances that may endanger public safety, and refuse to correct after being criticized, shall be given a warning or given a serious warning; Those who cause serious consequences shall be given a demerit record or more serious punishment.
