Article 1 In order to strengthen the management of the Chinese government scholarship students of Wuhan University (WHU), give full play to the benefits and functions of the Chinese government scholarship, encourage international students to study hard, improve the quality of the training of foreign students in China, and cultivate talents with excellent academic performance, the annual review system of Chinese Government scholarship (hereinafter referred to as annual review) is implemented. According to the Annual Review Method of Chinese Government Scholarship and the China Scholarship Council Liujinlaiguan [2021] No. 19 document and document requirements, combined with the relevant regulations of WHU's teaching and management, this method is formulated.
Article 2 The annual review of the Chinese Government Scholarship refers to the comprehensive evaluation of foreign students who have enjoyed Chinese Government Scholarship to study in China (hereinafter referred to as scholarship students) to determine whether they are eligible to continue to enjoy or resume the Chinese Government Scholarship.
Article 3 The School of International Education (SIE) is responsible for the overall planning and implementation of the annual review of the Chinese Government Scholarship of Wuhan University. The Chinese Government Scholarship Review Committee is established by SIE, of which the director is the dean of SIE, the deputy directors are the deputy deans in charge of student affairs and teaching affairs, and the committee members consist of SIE Office for Overseas Students, Teaching and Research Management Office, and Comprehensive Office relevant management personnel, class tutors, graduate tutors, and student representatives. The review committee is responsible for the formulation of the annual review plan, the organization and development of the review work, and the examination of the review results.
Article 4 In principle, the objects of annual review are the scholarship students who have studied in China for more than one academic year or doctoral scholarship students who have applied for an extension of the scholarship period after the original study period has ended. The evaluation objects shall be adjusted in due course in accordance with the requirements of the evaluation documents issued by the China Scholarship Council (CSC) every year.
Article 5 The contents of the annual review include:
1. Moral conduct;
2. Academic performance, including the examinations and assessment results in the first semester of this school year, and the basic learning situation of the second semester;
3. Learning/research attitude;
4. Social/academic activity performance.
Article 6 WHU conducts quantitative scoring and qualitative evaluation on each student based on the four aspects of students' moral conduct, academic performance, learning/research attitude, and social/academic activity performance. The total score is 100 points, 30 points for moral conduct. 30 points for academic performance; 20 points for learning/research attitude; 20 points for social/academic activity performance.
Article 7 Evaluation opinions are divided into qualified and unqualified. In principle, those with a total score of 60 or more are deemed qualified. For Those unqualified students, specific suggestions on suspending or canceling the scholarship should be given.
Article 8 For those who have one of the following circumstances, their scholarship eligibility shall be suspended for one year:
1. Have been repeated or degraded due to unsatisfactory examination results;
2. The courses taken have not reached the required credits for two consecutive years;
3. Subject to the punishment of detention and probation.
Those who have been suspended from the Chinese government scholarship will stop receiving their scholarships from the beginning of the next academic year, but they can apply for self-finance or part of the fee reduction to continue their study in accordance with the relevant regulations of WHU. Before the expiration of the suspension period, upon personal application, they can participate in the annual review of the current year. With a qualified review result, the scholarship can be resumed from the next academic year upon approval by the CSC.
Article 9 Those who have one of the following conditions shall be disqualified from the Chinese Government Scholarship:
1. Have been punished to withdraw from school or expelled from school;
2. Fail to pass the annual review twice during the study period;
3. Fail to participate in the annual review without justifiable reasons.
Those who have been disqualified from the Chinese Government Scholarship shall stop receiving their scholarships from the date of announcement, and their qualifications for the Chinese Government Scholarship shall not be restored.
Article 10 The annual review of scholarship shall be conducted in accordance with the following procedures:
1. Notice issuance. Specific annual review plans and notices are formulated and issued by SIE in accordance with the requirements of CSC documents.
2. Student application. Participating students fill in and submit the Annual Review Form of Chinese Government Scholarship (Student Self-evaluation) within the specified time limit according to the requirements of the review notice.
3. Evaluation of Schools and departments. The training schools and departments are responsible for the assessment and evaluation of the students' academic performances and the attitudes of learning and research, and fill in the Annual Review Form of Chinese Government Scholarship (Training schools).
4. Comprehensive assessment. A preliminary opinion is formed based on the students' academic performances, moral conduct and participation in activities by Office for Overseas Students of SIE.
5. Evaluation meeting. An evaluation meeting should be convened by the Chinese Government Scholarship Review Committee, in which the committee should evaluate the preliminary review results and the review work reported by the Office for Overseas Students.
6. Publicity and reporting. The results of the review will be posted online for one week. After the expiration of the publicity period, the review comments will be submitted in the "Annual Review" of the Chinese Government Scholarship Management Information System, and the written review report, student self-evaluation forms for unqualified students, and school review forms will be sent to CSC.
Article 11 These Method shall come into force on the date of promulgation.

1. Moral Conduct
a. Comply with Chinese laws and regulations, school rules and regulations, with no violations of laws and disciplines (25 points); if the participating students violate laws and disciplines, this score will be deducted according to the following standards:
① Those who misbehave in daily behavior but fail to meet the sanction standard will be deducted 1-5 points depending on the circumstances.
② 5 points will be deducted for those criticized by the notification,
③ 10 points will be deducted for those who have received a warning,
④ 15 points will be deducted for those who have received a severe warning,
⑤ 25 points will be deducted for those who have received demerit penalties,
⑥ Those who have been punished by the school for probation or above, or who have been punished by the public security agencies, or who have caused serious adverse consequences due to improper words and deeds, will be disqualified in this year's review and the scholarship qualification will be suspended or cancelled depending on the circumstances.
b. Honest and trustworthy, with no payment in arrears (5 points).
1-5 points will be deducted depending on the circumstances if the participating students have discrepancies in words and deeds, and default on accommodation fees.
2. Academic Performance
The academic performance refers to the GPA of the students' courses. The GPA is based on the transcript issued by the educational administration system of graduate students and undergraduates and the language transcripts by SIE; for graduate students entering the thesis research stage, the results of the thesis proposal and intermediate test results will be the main basis. The academic performance evaluation is divided into four levels: "excellent 30 points", "good 20 points", "qualified 10 points", and "poor 5 points".
① The GPA of the “excellent” level students should be no less than 3.0 with no failing course in the current year and the courses taken meet the required credit in current academic year.
② The GPA of the “good” level students should be no less than 2.3 in the current year and the courses taken meet the required credit in current academic year.
③ The GPA of the “qualified” level students should be no less than1.0 in the current year and the compulsory credits should be no less than 15.
The training schools can refer to the rules for scoring according to the actual situation.
3. Learning/research Attitude
The evaluation of this section includes the class attendances, class performances, homework completion, and learning interests of participating students. It is classified into 4 levels: "excellent 20 points", "good 15 points", "general 10 points", "poor 5 points”.
① For “excellent” level students, the class attendance should be over 90%, and they should have a strong interest in learning, actively participate in activities related to learning or research, and complete the homework assigned by the teacher or research tasks specified by the supervisor professor in a timely and serious manner.
② For “good” level students, the class attendance should be over 80%, and they should participate in activities related to learning or research according to the requirements of the school or the supervisor professor, and better complete the homework assigned by the teacher or the research tasks specified by the supervisor professor.
③ For “good” level students, the class attendance should be over 70%, and they should basically complete the homework assigned by the teacher or the research tasks specified by the supervisor professor.
4. Social/Academic Activity Performance
The section should include: the participation and awards of students in competitions of various disciplines, academic research activities, scientific and technological innovation competitions/activities during the academic year of the evaluation; participation and awards in cultural and sports, social activities, “Experience China” practical activities, and other activities; the participation of groups, competitions/activities, and the service in student organizations. The evaluation of activity participation is classified into five levels: "active 20 points", "good 15 points", "general 10 points", "bad 5 points" and "no participation 0 points".
① Students with “active” level should participate in the activities above no less than 10 times, and obtain honors above the school level 2 times.
② Students with “good” level should participate in the activities above no less than 5 times.
③ Students with “poor” level should participate in the activities above no less than once.
