Regulations of Wuhan University on Undergraduate Student Status Management (Revised)

Chapter I General Provisions


Article 1 In order to implement the national education policy, maintain the normal order of education and teaching, protect the legitimate rights and interests of students, and cultivate students to be the builders and successors of socialism with all-round development in moral, intellectual, physical and aesthetic aspects, these regulations are formulated according to the Regulations on the Administration of Students in Colleges and Universities and the Regulations of Wuhan University on Student Administration, after taking into account the reality of Wuhan University.


Article 2 These regulations shall apply to the status management of undergraduates (hereinafter referred to as the "students") receiving ordinary higher education in Wuhan University (WHU).


Chapter II Enrollment and Registration


Article 3 The new students admitted according to the national admission policies shall hold their admission notice to Wuhan University to go through the enrollment procedures according to the relevant requirements within the stipulated time limit. The students who are unable to enroll on schedule for reasons shall ask for leave to the college (department) in which they will enroll. The leave shall not last more than two weeks. The students who fail to ask for leave or have a leave of more than two weeks shall be deemed as giving up their enrollment, except for justifiable reasons such as force majeure.


Article 4 Wuhan University will conduct a preliminary review of the new students' admission qualifications at the time of their arrival, and those who pass the review will go through the admission procedures and be registered. If a new student is found in that review that his/her admission notice and candidate information and so on conflict with his/her reality, or have other violations of the national admission examination regulations, the student will be disqualified from admission.


Article 5 New students can apply to retain their enrollment status for one year, and they do not have academic registration during the retention period.  New students enlisted in the Chinese People's Liberation Army (including the Chinese People's Armed Police Force) will be retained of their student status until 2 years after their retirement from military service.


New students shall apply for admission to WHU's admission department before the expiration of the reserved admissions period, and go through the admissions procedures after the review is passed. If fails the review, such student will be disqualified from admission.


Those who do not apply for the relevant procedures after the expiration and do not have a justifiable reason such as force majeure are considered to have given up their enrollment qualifications.


Article 6 After the student enrolls, Wuhan University will conduct a review within 3 months in accordance with national admission regulations. The review mainly covers the following aspects:


(1) Whether the admission procedures are in line with national admission regulations;


(2) Whether the admission qualifications obtained are true and in line with the relevant regulations;


(3) Whether the real person and proof of identity are consistent with that indicated on the admission notice and candidate's file;


(4) Whether the physical and mental health condition meets the medical examination requirements of the admitted major or professional category, and whether they can have normal study and life at WHU;


(5) Whether the professional level of students admitted to special programs such as art and sports meets the admission requirements.


If a student is found to have falsified or committed fraud during the review, he/she will be determined to be unqualified for the review and his/her academic status will be canceled. In serious cases, WHU will refer it to relevant departments for investigation and handling.


If a student's physical or mental condition is found to be unsuitable for study at WHU, and he/she is diagnosed by a hospital of Class II Grade A or above designated by WHU to be in need of recuperation at home, his/her admission status can be retained in accordance with the provisions of Article 5.


Article 7 At the beginning of each semester, students should go through the registration procedures at the college (department) according to WHU's regulations. If a student cannot register as scheduled, he/she shall apply to the college (department) for temporary delay of registration. Students who fail to pay tuition according to WHU's regulations or otherwise do not meet the registration requirements will not be registered. Those who fail to ask for leave or whose leave is not approved will be treated as truants.


Students who are suspended or retained of the student status may not register without approval from the College of Undergraduate Studies to resume their studies. Students from economically disadvantaged families can apply for student loans or other forms of financial assistance and register after going through the relevant procedures.


Chapter III Schooling length and years of study


Article 8 Students shall generally complete their studies within the prescribed schooling length of the Country, and may graduate early or extend their years of study, and the maximum years of study in school shall not exceed 2 years beyond the prescribed schooling length. The years of study of students who have taken a break for self-employment can be extended by 2 years beyond the maximum years of study stipulated by WHU. The duration of suspension and retention are counted as part of the years of study at WHU.  


Article 9 Students who graduate early or prolong their study will pay the fees according to WHU's regulations and go through the relevant procedures according to Article 54.


Chapter IV Attendance


Article 10 Students shall participate in the activities specified in the education and teaching plan on time. If they are unable to attend on time, they shall ask for and receive prior approval for leave. Unexcused absences are considered truancy and the college (department) will criticize and educate students, and in serious cases, appropriate disciplinary action will be taken.


Truancy for one day will be counted according to the actual teaching hours, and truancy for internship and military training will be counted as 6 hours per day.


Article 11 Students need to apply in writing for a leave. A leave due to illness shall be certified by WHU hospital and approved by the counselor for one week or less within a semester, and approved by the supervisor of the college (department) for more than one week within a semester. Students who take leave for affairs shall be approved by the counselor if they take leave for less than two days in a semester, and by the supervisor of the college (department) if they take leave for more than two days.


The student's application for leave, certificate from the hospital and approval from the college (department) shall be kept by the teaching secretary of the college (department) for inspection.


Article 12 The student shall promptly report to the college (department) for cancellation of leave upon expiration of the leave period. If the leave expires and the student still cannot return to WHU, he/she shall go through the procedure of renewing the leave, and those who fail to go through the procedure of renewing the leave or those whose renewal is not approved shall be punished as truant.  


Chapter V Course assessment and performance records


Article 13 Students shall attend the examination of the courses and various educational teaching sessions (hereinafter collectively referred to as courses) stipulated in the educational teaching plan of WHU. Students may take elective courses as needed and attend the examination.  


WHU truly and completely records and issues students' academic results, and marks those obtained through resits and re-study. The examination results will be faithfully recorded in the transcript and filed as academic files.  


After completing the courses specified in the teaching plan and obtaining the corresponding credits, students will attend the graduation thesis defense.


Article 14 The course examination can be divided into two types: assessment and examinations. The course examination is scored on a percentage system, with 60 being a pass, and the credit of the course is obtained with a pass or above.


The method of course examinations will be determined by the lecturer and reported to the person in charge of teaching in the college (department) for approval, and students will be informed at the first class.


Students who miss more than one-third of the total number of hours of the course or fail to submit assignments up to one-third of the amount of assignments will not be allowed to take the course examination and must retake the course. The course examination results are evaluated according to the classroom teaching (including classroom quizzes, midterm examinations, assignments, class discussions, essays, attendance, etc.) and the final examination results, with the final examination results accounting for 30%-70%. The method to evaluate the grades of experimental teaching courses is determined by the college (department).  


Article 15 Students shall abide by the discipline of examination. If students seriously violate the discipline of the examination or cheat, the grade of the course examination will be recorded as 0, and based on the severity, the corresponding disciplinary action will be taken according to the Measures of Wuhan University on Disciplinary Punishment for Students. If a student who has been given a warning, a serious warning, a demerit or a probation has performed well after education, he/she may be given the opportunity to resit or restudy the course.


Article 16 Students shall go through the procedures of course selection and resitting and retaking within the stipulated time-frame, and those who fail to do so shall not be allowed to take the examination.  


Article 17 In the assessment of students' physical education achievements, the process management should be highlighted. Their achievement shall be comprehensively assessed according to their attendance, in-class teaching, extra-curricular exercise activities and physical health. Students with physical disabilities or infirmities may take physical health classes after certification by WHU hospital, review and approval by the student's college (department), and approval by the Department of Physical Education. The physical health class will be arranged by the Department of Physical Education according to the reality of the students.  


Article 18 Students' experiences and achievements related to professional learning and academic requirements such as innovation and entrepreneurship, scientific research, disciplinary competitions, scientific and technological inventions, social practice, etc., as well as publishing papers and obtaining patent authorizations, can be converted into course credits and counted as academic grades after being reviewed and recognized by the college (department) and reviewed by the School of Undergraduate Studies. In principle, the number of credits that can be converted shall not exceed 10.


WHU encourages, supports and guides students to participate in social practice, innovation and entrepreneurship, volunteerism and other social activities that are not directly related to their major studies, and their experiences and achievements will be recognized by the relevant competent authorities of the activities to obtain innovation credits, with reference to the Measures of Wuhan University for the Implementation of Innovation Credits.


Article 19 Students may take open online courses recognized by WHU. The grades (credits) of the courses taken by students will be recognized after being reviewed and recognized by the teaching administration.  


Article 20 If a student discontinues his or her studies due to withdrawal, WHU shall record the courses he or she has taken and the credits he or she has earned during his or her studies. If such student re-takes the entrance examination and is admitted to WHU again, the credits he or she has earned may be recognized by the teaching administration.


Article 21 In order to measure the quality of students' learning, a credit performance point system is implemented. The Grade Point Average (GPA) is an important indicator to measure the quality of a student's learning during his or her study at WHU.

Chapter VI Self-study, Deferred Examination, Resit, and Restudy


Article 22 Students with strong self-learning ability can be exempted from part of the lectures with the approval of the lecturer, but they shall complete the assignments and participate in the assessment of the course as required.


Students may not apply for self-study for practical sessions.


Article 23 Students who cannot attend the course examination for any reason shall apply in advance with their own application and relevant certificates to the teaching secretariat of the college (department) which offers the course for deferred examination procedures. The students who are approved to defer the examination shall take the course and attend the next examination of the course according to the deferred examination process, and the results of the deferred examination shall be recorded as the results of course.


Article 24 Students failing the examination can apply for resitting the examination if the course is offered at the beginning of the next semester. If no corresponding re-examination is offered, those who fail in the compulsory courses shall restudy them, and those who fail in the elective courses may take them again or take other courses instead.  


Chapter VII Minors and Cross-campus Studies


Article 25 Students whose GPA in the first academic year meets the relevant requirements of WHU can start to minor in other majors from the second academic year. At graduation, they will be issued a certificate of minor after receiving a diploma in their major and having taken the courses specified in the training program of another interdisciplinary major and having obtained the required credits. At graduation, students who have obtained graduation diploma and bachelor's degree of their major and have taken the courses stipulated in the interdisciplinary major cultivation program and obtained the required credits, and who have met the requirements for the award of bachelor's degree of the minor, will be awarded bachelor's degree of the minor.


Article 26 Students applying for a minor shall apply to the teaching secretariat of the college (department) which offers the minor and go through the relevant procedures. Students pursuing a minor can either attend classes with students taking elective courses or take separate courses offered by WHU.


Article 27 The grade management of students' minors and the audit of the minor courses are the responsibility of the college (department) which offers the minors.


Article 28 Students who give up their minor will be provided with the grades and credits of the courses they have taken by the college (department) which offers the minors, and the grades and credits will be recorded by regarding such courses as elective courses after application of the students and the review of the College of Undergraduate Studies.


Article 29 Students may take cross-campus courses according to inter-university agreements or exchange to other universities. The grades and credits of courses taken in other universities will be recognized after examination by their college (department) and recognition by the College of Undergraduate Studies, and the grades will be recorded by the Academic Affairs Office of the College of Undergraduate Studies.


Chapter VIII Change of Major and Transfer to Other University


Article 30 Students may apply to change their majors according to their study interests and expertise.


When WHU adjusts the majors according to the changes in the demand of national and social economic development for talents, students can be transferred to other related majors.


Article 31 Students who have one of the following conditions will not be considered for a change of major:


(1) Students in the third grade and above.


(2) Students who are on academic suspension or retention or should be withdrawn from their studies.


(3) Students in national defense majors, students in art majors (broadcasting and presiding art, acting, drama, film and literature, design), students of non-Tibetan origin directed to employment in Tibet, and students admitted to the relevant majors with reduced scores or call for volunteers.


(4) Students in four and five-year majors may not be transferred to 5+3 integrated majors, and students in four and five-year, or 5+3 integrated majors may not be transferred to eight-year majors.


(5) Students recommended for admission in foreign languages may not be transferred to non-foreign language majors.


(6) Students whose majors are not transferable as specified by the State or WHU at the time of admission.


(7) Other students who do not meet the conditions for transferring their major.


Article 32 Students change their majors in accordance with the Measures of Wuhan University for Management of Major Transfer of Undergraduate Students.


Article 33 Students shall normally complete their studies at WHU. Students who are unable to continue their studies at WHU or who do not fit the requirements of study at WHU due to illness or special difficulties or special needs may apply for transfer to other universities.


No transfer is allowed under any of the following circumstances:  


(1) Those who have been enrolled for less than one semester or are in one year prior to graduation.


(2) The GaoKao score is lower than the admission score of the relevant major of WHU to be transferred to in the same place of origin in the same year.  


(3) Transfer from a lower level of education to a higher level of education.


(4) Those admitted with directed employment.  


(5) Those that are not allowed to be transferred by the higher authorities.


(6) Those without proper reasons.  


If students need to transfer to another university due to changes in the training conditions of WHU and other reasons other than their own, WHU will issue a certificate and the education administration of Hubei Province will coordinate the transfer to a university of the same level.


Article 34 Students shall transfer to other universities in accordance with the Administrative Measures of Wuhan University for the Transfer of Undergraduate Students and the relevant regulations of the State and WHU. Students who transfer to our university will have their credits handled with reference to Article 29.


Chapter IX: Suspension, Retention and Reinstatement of Studies


Article 35 Students may complete their studies in stages and, unless otherwise specified, shall complete their studies within the maximum years of study (including the years of suspension and retention) stipulated by WHU.


Article 36 A student shall be suspended from study if he/she has one of the following conditions:  


(1) Those who have been diagnosed by WHU hospital or a designated hospital for injury or illness and have been suspended from classes for treatment or recuperation for more than one-third of a semester.


(2) For other special reasons, the student applies for suspension or WHU considers it necessary for the student to suspend.  


Article 37 Students can be generally suspended for a period of one academic year, which can be renewed after approval, except for entrepreneurial students. The total period of suspension shall not exceed two years. For students who are suspended for entrepreneurship, the cumulative period of suspension shall not exceed four years.


Article 38 Students who apply for suspension of study shall submit a written application by themselves (a certificate from WHU hospital must be attached if the suspension is due to illness) and submit it to the College (Department) and then the College of Undergraduate Studies for approval before going through the formalities.  


Article 39 The relevant matters during the student's suspension shall be handled in accordance with the following provisions:


(1) Suspended students shall go through the procedures of leaving WHU and pay for their own travel expenses to and from WHU.


(2) The student's status of study shall be retained by WHU during the period of suspension.  


(3) Suspended students shall not enjoy the treatment of students studying on campus, shall not be eligible for awards and grants, and shall not apply for national student loans.


(4) Medical expenses during the period of suspension shall be handled in accordance with the regulations of WHU.


Article 40 Students who discontinue their study at WHU for reasons such as going abroad (overseas) on their own or participating in inter-college joint training programs organized by WHU may have their student status retained upon their application, review and approval by the college (department) and approval by the College of Undergraduate Studies, and the cumulative retention period shall not exceed two years. Students who have their student status retained shall not be entitled to the relevant treatment of students studying at WHU and the suspended students.  


Article 41 Students enlisted in the Chinese People's Liberation Army (including the Chinese People's Armed Police Force) will have their student status retained until 2 years after their retirement from military service.


Article 42 Students who are suspended from study or have their students status retained shall complete the relevant procedures within 5 working days after approval by WHU and leave, and the courses taken by the students shall be withdrawn or suspended by their colleges (departments). Students who are suspended from study or have their students status retained shall not reside in WHU and cannot participate in course study, examination and other activities.


Article 43 WHU is not responsible for the accidents that occur during the period of suspension and student status retention of students.


Article 44 Students shall apply in writing to WHU for reinstatement at the beginning of the semester when the period of suspension or retention expires, which shall be processed in accordance with the following provisions:  


(1) When students suspended due to injury or illness apply for reinstatement, they shall attach a diagnosis from a hospital of Class II Grade A or above, certifying that they have recovered. After they have passed the review by WHU hospital, and approval from the college (department) and the College of Undergraduate Studies, they can go through the reinstatement procedures. Those who fail to pass the review shall not be allowed to resume their studies, and those who falsify the hospital's diagnosis certificate shall have their student status canceled.


(2) When students suspended due to mental illness or psychological problems apply for reinstatement, they shall present to WHU a certificate of recovery from mental illness issued by a hospital of Class II Grade A or above, and only after passing the psychological assessment for reinstatement by the Student Mental Health Education Center can they go through the reinstatement procedures.


(3) When students who are suspended or have their students status retained for other reasons apply for reinstatement, they can only go through the reinstatement procedures with the consent of the college (department) and the approval of the College of Undergraduate Studies.  


(4) Students who resume their studies generally study with the students of next grade of the original major. If there is no continuous enrollment in the original major, they will be transferred to a similar major with the approval of the college (department) and the College of Undergraduate Studies.


(5) During the suspension and retention of students' status, students' status will be canceled if they commit serious violations of law and discipline.  


Chapter X Withdrawal


Article 45 A student shall be withdrawn from study if he/she:


(1) Has a cumulative 30 credits or more of the required courses failed in the examination (including absent from examination) during the study.  


(2) Fails to apply for reinstatement for over two weeks or fails to pass the review for reinstatement after expiration of the period of suspension or retention of the student status.  


(3) Is unable to continue his/her study at WHU due to illness or accidental injury according to the diagnosis of the hospital designated by WHU.  


(4) Fails to participate in the teaching activities stipulated by WHU for consecutive two weeks without approval.  


(5) Fails to enroll within two weeks and has not fulfilled the procedures to defer the enrollment.


(6) Fails to return to WHU for more than two weeks, except for force majeure factors, after going abroad during his/her study at WHU (except in the holidays).  


(7) Other circumstances that WHU that prevent the completion of studies and warrant withdrawal from WHU.


(8) Applies for withdrawal from WHU.  


A student's withdrawal from WHU as described above is not a disciplinary action against such student.


Article 46 The student who applies to withdraw from WHU shall go through withdrawal procedures after approval by WHU.  


Article 47 For students who intend to be withdrawn from WHU, WHU issues a decision on withdrawal after a special meeting authorized by the President based on a lawful review. The decision is sent to the student by the college (department) of the student and reported to the Hubei Provincial Education Administration for the record.


If the student refuses to sign the withdrawal decision, the decision may be served by way of a lien. If he/she has left WHU, the decision may be served by mail. If the student is difficult to contact, the decision can be served by announcement on WHU's website and news media, etc. The announcement period is 60 days, and the decision will be deemed to be served upon the expiration of the announcement period.  


Article 48 If a student disagrees with WHU' s decision on withdrawal, he or she may file an appeal with WHU's Student Appeals Processing Committee within the prescribed period. The time limit and procedure for appeal shall be in accordance with the Measures of Wuhan University for Handling Student Appeals.


Article 49 The aftercare of student withdrawal shall be handled in accordance with the following provisions:


(1) Students withdrawing from WHU shall complete the relevant procedures and leave WHU within 10 working days after WHU has served the withdrawal decision, and their files shall be returned by WHU to their home locations, and their household registration shall be moved back to their original domicile or family domicile in accordance with relevant state regulations.


(2) Students withdrawing from WHU without going through the formalities of leaving WHU after the deadline will be canceled of their relevant relations by the relevant departments of WHU and advised to leave WHU.


Chapter XI Study Abroad


Article 50 Students who contact to study abroad (abroad) by themselves shall apply in writing and report to the College of Undergraduate Studies for approval after the dean (department head) in charge of teaching agrees.


Students who contact to study abroad on their own shall go through the procedures of withdrawing or retaining their student status according to the relevant regulations of WHU.


Article 51 Students selected to study in foreign universities according to inter-university exchange agreements are exchange students. Exchange students do not go through the formalities of leaving WHU during their study abroad and are managed according to the relevant regulations of WHU. The expenses required for the exchange students to go abroad (overseas) will be borne by them or according to the agreement.


Article 52 The students who have overstayed their time abroad shall be dealt with in accordance with the relevant regulations of WHU.


Article 53 The grades and credits of the courses that students study abroad shall be recognized in accordance with the Measures of Wuhan University for the Administration of Course Recognition and Credit Transfer for Undergraduate Exchange Students.


Chapter XII Graduation, Completion and Non-completion


Article 54 Students with student status will be granted graduation and issued with a graduation certificate after completing the education program within the year of study with satisfactory grades and meeting the graduation requirements of WHU.


If a student completes the courses stipulated in the education and teaching plan in advance, earns the credits required for graduation, and meets WHU' s graduation requirements, he/she may graduate early upon written application, consent of the dean (department head) in charge of teaching, and review by the College of Undergraduate Studies.  Students who apply for early graduation shall go through the relevant procedures in March of the year of graduation and their academic records will be coded into the files of the graduation grade.


Students who cannot graduate in the prescribed academic period may extend their study period in accordance with the provisions of Chapter III. The extension of the study period shall be based on the academic year and shall be subject to registration and related procedures. Students who need to extend their study period shall apply to the college (department) in March of the academic year of graduation, and go through the relevant procedures after the approval of the dean (department head) in charge of teaching and the examination of the College of Undergraduate Studies, and their academic records will be coded into the files of the lower grade.


Students who have not completed their minor are not eligible to extend their years of study.


Article 55 WHU shall issue the bachelor's degree certificate to those who meet the conditions for being awarded bachelor's degree by Wuhan University.


Article 56 Students who have completed the courses stipulated in the teaching plan within the prescribed study period and failed 15 credits or less will be allowed to complete the course and issued a certificate of completion.


Article 57 The students with a certificate of completion will be granted to exchange the certificate of completion for a certificate of graduation within one year after leaving WHU, if they retake the failed courses or remedy the graduation design or thesis defense and have the results qualified to meet the graduation requirements. The date of issuance of the certificate of graduation will be filled as the date of graduation. Those who meet the requirements for degree conferment will be issued a degree certificate, and the date of issuance will be filled in according to the date when WHU approves their degree applications.  


Article 58 Students who have withdrawn from their studies for more than one year are issued a certificate of non-completion. Students who have studied for less than one year or have been expelled from WHU are issued a certificate of study.


Chapter XIII Management of Academic Certificates


Article 59 WHU shall fill out and issue educational certificates, degree certificates and other academic certificates strictly in accordance with the types of schooling and forms of study determined at the time of enrollment, as well as the personal information filled in by students at the time of enrollment and admission.  


Students who change their names, dates of birth and other personal information required to be filled out in the certificate during the study period shall provide reasonable and sufficient reasons, and provide the appropriate legally valid supporting documents to WHU for review, and if necessary, WHU may consult the education administrative department at the province of the student's place of origin and relevant departments to assist in the verification.  


Article 60 WHU implements the management system of electronic registration of higher education academic records and qualifications, improves the management methods of academic records and qualifications, and have the electronic registration of students' academic records and qualifications completed by the College of Undergraduate Studies in accordance with relevant regulations.  


Students who have graduated, completed their studies or failed to complete their studies are required to go through the procedures of leaving WHU within the time limit set by WHU; if they fail to do so, their study status will be automatically canceled. Students who have their student status canceled, withdrawn or expelled will have their student status automatically canceled on the date when the decision to deal with them takes effect.


Article 61 Students who have obtained the course credits stipulated in the minor training program and met the requirements of the minor may be issued a minor certificate by WHU upon their own application within the period stipulated by WHU. If the student meets the requirements of WHU for the awarding of dual bachelor's degree, WHU can award the bachelor's degree of the minor upon the student's application within the period stipulated by WHU.  


Article 62 Students who have obtained admission qualifications or student status in violation of national enrollment regulations shall have their student status canceled by WHU, and no educational certificates or degree certificates shall be issued. The educational certificates and degree certificates issued shall be revoked by WHU according to law. WHU shall revoke the educational certificates and degree certificates that have been obtained by cheating, plagiarism, and other academic misconduct or other improper means in accordance with the law.


If the revoked educational certificates and degree certificates have been registered, WHU will cancel them and report to the education administration to declare them invalid.  


Article 63 If the certificate of graduation, completion, non-completion and degree is lost or damaged, WHU will issue the corresponding certificate after verification upon application of the student. The certificate shall have the same effect as the original certificate.


Chapter XIV Supplementary Provisions


Article 64 The student status management of students from Hong Kong, Macao, Taiwan and overseas Chinese studying at WHU shall be carried out in accordance with these regulations, and the student status management of foreign students shall be carried out in accordance with the Measures of Wuhan University for Management of Student Status of International Students (Undergraduate) (Revised) (W.D.B.Zi [2014] No. 42).


Article 65 These regulations shall come into effect as of July 1, 2018, and shall be interpreted by the College of Undergraduate Studies. The former Rules of Wuhan University for Implementing Student Status Management for Undergraduates (Revised) (W.D.J.Zi [2008] No. 92) shall be repealed at the same time. If the provisions of other relevant documents of WHU are inconsistent with these regulations, these regulations shall prevail.
