Chinese Government Scholarship-Bilateral Program

Bilateral Program (BP) includes scholarships in accordance with educational exchange agreements or MOUs between the Chinese government and governments of other countries, institutions, universities and international organizations.

BP supports undergraduate programs, master’s programs, doctoral programs, general scholar programs and senior scholar programs. Applicants should consult the dispatching authorities in the home countries for the programs available and for the specific deadline of each year, and apply to the dispatching authorities in due time.

2. The duration of scholarship is definite when accept by school, which included major study and Chinese study period. In principal, it cannot be extended.

Scholarship Coverage and Criteria

The Bilateral Program provides both full scholarships and partial scholarships. Please refer to Introduction to CGS—Coverage and Standard for details of each item.

Procedure of Application

1. Applicants consult the dispatching authorities for overseas study in their home countries for the details and requirements of Bilateral Program and submit the application as required.

2. Once recommended by the dispatching authorities, candidates shall contact Wuhan University for the Pre- Admission Letter (details of the procedure of application for Pre-admission letter could be found in the following introduction) .

3. Recommended candidates must finish the online application procedure at CSC Online Application System for International Students. Please go to or and click Application Online for International Students, complete the required information, submit the completed Application Form for Chinese Government Scholarship online and print a hard copy.

4. A package of complete application documents must be submitted to the dispatching authorities in their home countries before the deadline. (Please check Application Documents for the detailed checklist.)

5. CSC does not accept any individual application other than the recommended applications from the dispatching authorities. Candidates with Pre-admission Letter will be placed in the host university; those without Pre-admission Letter should follow CSC’s placement.

NOTE: Applicants should consult the dispatching authorities for overseas study in their home countries for the instructions of CSC Online Application System for International Students and Agency Number.

Application Documents (all in duplicate)

1. Application Form for Chinese Government Scholarship(in Chinese or English).

2. Notarized highest diploma (photocopy): Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.

3. Academic transcripts: Transcripts in languages other than Chinese or English must be attached with notarized Chinese or English translations.

4. A Study Plan or Research Proposal in Chinese or English. (A minimum of 200 words for undergraduates, 500 words for non-degree students, and 800 words for postgraduates.)

5. Recommendation letters: Applicants for graduate programs or senior scholar programs must submit two letters of recommendation in Chinese or English from professors or associate professors.

6. Applicants under the age of 18 should submit the valid documents of their legal guardians in China.

7. Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form completed in English (the original copy should be kept by the applicant. The form designed by the Chinese quarantine authority can be downloaded from or The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take physical examination as the result is valid for only 6 months.

8. Applicants with Pre-admission Letter from designated universities should enclose the letter in the application package.

9. Applicants with valid HSK Certificate should enclose it in the application package.

NOTE: The above documents should be bound on top left corner (in duplicate). All documents should be submitted in two hard copies by EMS (The diploma and transcripts should be original or notarized ones). The scanned copies can be sent by email in advance. No application documents will be returned.

Procedure of Application for Pre-admission Letter (Wuhan University)

Register and apply online in Wuhan University at, submit online the completed “Application Form for International Scholars and Students of Wuhan University”, as well as the items 1、2、3、4、5、6 and 9(for undergraduate student, only items 1、2、3 and 4 required) of the above mentioned application documents.

Wuhan University will offer the applicant with the Pre-admission letter by e-mail, after investigating the application documents and getting the permission from the professor and education school.
